Galveston County hires finance and human resources directors


GALVESTON – After conducting two extensive nationwide searches to fill the vacancies of Director of Finance and Administration and Chief Human Resources Officer, Galveston County Commissioners’ Court has hired David Delac and Peri Bluemer bringing over 40 years of combined professional experience to the county.

Galveston County’s new Director of Finance and Administration, David Delac of Marietta, Georgia, brings over 20 years of experience in the government finance sector. He formerly served as the budget manager for the City of West Palm Beach, Florida and deputy finance director for the City of Fort Myers, Florida where both cities received the distinguished budge award from the Government Finance Officers Association (GFOA). David also served on various subcommittees of the Florida Government Officers Association (FGOA) and served in the roles of president, treasurer and secretary for the Southwest Florida GFOA. His leadership and experience in government finance will assist the Commissioners’ Court in continuing to deliver fiscally responsible budgets with a hawkish eye on the bottom line. David earned a B.A. in political science from Auburn University and Masters of Public Administration with a concentration in local government administration from Florida State University. David and his wife Tracy are currently looking for homes in the county with their three children: Emily, Leah and Micah.

Peri Bluemer of Fort Myers, Florida will take the helm as Galveston County’s Chief Human Resources Officer. She brings over 20 years of human resources management, organizational leadership and professional training from the private sector. Peri most recently served as the human resources director for one of the largest Harley-Davidson dealership families in the United States. Prior to joining the Harley-Davidson world, Peri served as the vice president of staff and organizational development training for the American Heart Association in Michigan. Her dynamic approach to developing career pathways for employees and instituting employee satisfaction indexes will bring a great value in leading Galveston County to become one of the premiere employers of choice in the region that attracts highly qualified and engaged staff to deliver the most efficient and responsive county government service in Texas.

When asked about the new hires, County Judge Mark Henry said the following, “After months of exhaustive interviews via Skype with dozens of well qualified candidates, I am happy to say we found two outstanding people to help lead Galveston County in the direction myself and members of Commissioners’ Court vision us to be – the most efficient, responsive and technology driven county in Texas.”
